Noah Mamber is one of the country’s top legislative and regulatory experts in medical marijuana law. He is on the forefront of shaping our nation’s conversation about personal liberty, and has drafted and passed medical marijuana and reproductive rights-related laws across the country.
He has been a forward-thinking leader as an advocate in the drug policy reform movement for more than 15 years. In 2005, as Symposium Editor of the Cornell Journal of Law and Public Policy, he planned one of the first law journal symposiums ever on drug policy reform, and the journal published his article, “Coke and Smack at the Drugstore—Harm Reductive Drug Legalization: An Alternative to a Criminalization Society.” After interning with the Drug Policy Alliance, he joined Americans for Safe Access as the Legal Services Coordinator, directing the legal hotline program, developing an interactive Legal FAQ and explaining medical marijuana laws to more than 3,000 patients, providers, doctors, and attorneys.
Mr. Mamber’s work has made an impact on the national, state, and local level. As a Legislative Analyst for the Marijuana Policy Project, he drafted and led the passage of comprehensive medical marijuana legislation in Delaware in 2011, and moved marijuana policy reform forward in AZ, DC, IA, IN, NH, NY, KY, RI, and WV. He has highlighted intersectional issues in his drug policy reform work, and in response to tracking numerous employment and child custody cases, he drafted model language to protect patients from discrimination; a version of this language is now law in AZ, DE, IL, ME, MI, MN, and NH, NY. Mr. Mamber also participated in the Maryland medical marijuana business license application process, advocated for zoning language friendly to marijuana businesses in Frederick, MD, drafted medical marijuana zoning and regulations for Cathedral City, CA, and specialized in marijuana business regulatory compliance, especially in Colorado.
In advancing personal liberty rights for all Americans, Mr. Mamber has also fought for reproductive justice. He has worked as the Public and Legislative Affairs Manager at Planned Parenthood of Metropolitan Washington, drafting and securing the passage of the Expedited Partner Therapy Act, a Washington, DC harm reduction measure that reduces STI rates (especially among youth and women of color), and the Reproductive Health Non-Discrimination Act, DC legislation that protects against employment, housing, and public accommodation discrimination based on reproductive health decisions. He has successfully managed regulatory compliance for several VA abortion providers under regulatory attack, keeping women’s health centers open, as well as in DC and MD. He also drafted and passed zoning language in Fairfax, VA reversing language that discriminated against abortion providers.
